For the safety and health of consumers, most food manufacturers and vendors must obtain a certificate of food safety. The following information presents the conditions, procedures, and documents for obtaining a certificate of food safety.

Certificate of Food Safety requirements

Food manufacturers and vendors must obtain a certificate of food safety, except for those as specified below:

Micro food manufacturers;

Mobile food manufacturers and vendors

Micro food processors;

Micro food vendors;

Vendors of prepackaged foods;

Manufacturers and vendors of equipment and materials for packaging, wrapping, and storing food;

Restaurants within hotels;

Industrial kitchens not registered as a food business;

Street food vendors;

Any food business that has one of the following certificates: GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000 or an equivalent certificate.

Despite not being required to obtain a certificate of food safety, those entities specified above must follow other food safety protocols.

Dossier for Certificate of Food Safety

The application for food safety certification must include:

  • – An application for food safety certification;
  • – A copy of the business registration;
  • – Written explanation pertaining to the satisfaction of food safety and hygiene conditions of the physical foundations, equipment, and tools as prescribed by the competent state management agencies;
  • – Certificates of training in the knowledge and practice of food safety and hygiene of the establishment’s owner and those persons directly engaged/involved in food production and trading as prescribed by the line ministers or the list of officials in the food production manual as issued by the competent authorities (appointed by the Ministry of Industry and Trade).

Duration: 15-business days

Certificate of Food Safety conditions

To be issued a certificate of food safety, a food manufacturer and vendor are required to completely satisfy the conditions as prescribed by law.

Period of Validity Certificate of Food Safety

The certificate of food safety is valid for three (3) years from the date of issue.

Six (6) months prior to the expiration date of the certificate, the individual or organization manufacturing and selling food must submit an application to renew it. The dossier and procedures for renewal are as prescribed by law. Applying for renewal after the existing Food Safety Certification has expired, will result in having a new Food Safety Certification issued.
